In a significant step towards strengthening international legal cooperation, Counselor Ahmed Aboud, President of the Egyptian State Council, and Professor Maria Chiara Malaguti, President of the International Institute for the Unification of Private Law (UNIDROIT), signed a Memorandum of Understanding (MoU) today, 13 May 2025, at the organization’s headquarters in Rome. The signing ceremony was attended by Ambassador Bassam Rady, Egypt’s Ambassador to Italy, and Proffessor Ignacio Tirado, Secretary-General of UNIDROIT.

The MoU aims to enhance cooperation between both parties in legislative modernization, legal knowledge exchange, and supporting efforts to unify and update laws related to international trade. It also seeks to foster collaboration in legal jurisprudence and judicial training, contributing to a more efficient and transparent legal environment in the Arab Republic of Egypt.

During the signing ceremony, Counselor Ahmed Abboud emphasized that this agreement reflects the Egyptian State Council’s commitment to adopting international best practices and reinforcing the rule of law in alignment with modern legal developments. He also presented a commemorative shield to Professor Maria Chiara Malaguti in recognition of the distinguished cooperation between the two sides. Ambassador Bassam Rady delivered a speech highlighting the importance of this step in strengthening international legal collaboration and supporting Egypt’s efforts to modernize its legal system, while Professor Maria Chiara Malaguti stressed the importance of this cooperation in developing legislation and legal frameworks that facilitate international business and enhance investment stability.

In a meeting following the signing ceremony, both sides discussed mechanisms to implement the MoU, addressing key cooperation priorities for the upcoming phase, particularly regarding legal research exchange, joint workshops, and training programs for Egyptian State Council judges and legal advisors in the field of international commercial law. They also explored the potential technical support that UNIDROIT could provide to the Egyptian State Council based on successful international legal experiences.

Additionally, both parties agreed to develop a work plan for implementing the provisions of the MoU, including clear mechanisms for monitoring cooperation progress, setting timeframes, and defining expected outcomes to ensure maximum benefit from this collaboration. Cooperation programs and activities will be implemented through the Judicial Research and Studies Center of the Egyptian State Council.

The President of the Egyptian State Council was accompanied by a delegation from the International Cooperation Department, who participated in discussions with their counterparts at UNIDROIT on ways to enhance future collaboration in legislation and legal training, leveraging international expertise to advance Egypt’s legal system.

This agreement falls within the efforts of the International Cooperation Department of the Egyptian State Council to foster the Council’s engagement with international legal institutions, exchange expertise in legislative and judicial fields, support legal modernization, and enhance the investment climate in the Arab Republic of Egypt.
